The problems we know undermine codes of conduct

 This analysis is not conclusive. But it suggests city governments were less likely to enforce pollution requirements when the businesses they needed to rein in represented a bigger investment in the region.   The risk of collusion undermining responsible conduct is higher in the printed circuit sector, since the money they dispose of gives them undue influence on government.  We would go further to suggest this helps outline new [?] methods to better distinguish the different levels of risk of different suppliers.
